1. WELCOME AND INTRODUCTIONS:
Brent Todd and Jennifer Kretovic of Concord 20/20 welcomed the group. Brent introduced the Guest Speaker, Nik Coates, of Central New Hampshire Regional Planning Commission.

2. NEIGHBORHOOD REVITALIZATION: Nik spoke to the PVA about a Revitalization Project conducted in Pittsfield which resulted in a Community Economic Development Plan. CNHRPC would like to offer the same service to the PVA. Using information previous gathered in other studies and reports, CNHRPC would put together an Implementation Plan, ranking the various objectives the group would like to accomplish as well as time lines for completion. (In Pittsfield, one objective was to have wireless internet access downtown, which was accomplished in September.) The PVA would donate sweat equity and CNHRPC would seek funding from Concord 20/20 to cover expenses for data research, compilation, etc. The estimated time frame to completion of the Implementation Plan is approximately 6-weeks. Nik will return to the November meeting to follow up on questions from the members.

3. TANNERY UPDATE: Brent updated the group on behalf of Matt Walsh. The closing date for proposals was September 19th but all proposals must remain confidential as the City is still completing due diligence. Matt is hoping to discuss the proposals with the City Council in non-public session on November 10th. Any public information would come after this meeting however there are no guarantees on any dates of disclosure.

4. UPCOMING EVENTS:

• PENACOOK HISTORIC SOCIETY:
  Rick Jacques is the new President of the Penacook Historic Society. He updated the group on Baseball History Day scheduled for October 18th from 9:00am to 5:00pm.
• APPLEFEST AT PENACOOK ELEMENTARY SCHOOL: October 25 from 10:00 a.m. to 2:00 p.m. The Historic Society will have a Halloween Parade after Applefest (3:00 p.m.)

5. TASK FORCE ASSIGNMENTS:

a) ORGANIZATION COMMITTEE: Kathy Bush is till working to find an attorney to come speak to the group regarding non profit status as a 501(c) 3 or 501 (c)4. Nik Coates offered to assist Kathy in this effort. (In follow up, Attorney Steven Whitley of Baldwin and Callen will assist the PVA pro-bono thanks to Nik’s introduction.)

b) MARKETING & PUBLIC RELATIONS COMMITTEE:

• The group reviewed the responses to the Business Survey. Copies of the responses are attached for review.
• The group decided to table development of a Community Survey until further notice. They would like to see what transpires with CNHRPC and the Community Revitalization Plan.
• Several members are working on various parts of the Brochure. Jennifer is waiting completion of the re-written parts before sending to Matt Brown.

6. OTHER BUSINESS:

• One issue raised in the Business Survey was the sidewalk snow plowing and specifically crossing the bridge. Concern was raised over the safety and usefulness of the railings when the sidewalk is not plowed. With last year’s large snow accumulations, the sidewalk, when passable, had so much snow the railings were too low to be of use. This seemed to make the bridge extremely dangerous to cross for pedestrians. Brent and Jennifer informed the group of the City’s Transportation Policy Advisory Committee and the Pedestrian subcommittee. Jennifer let the group know they are looking at the sidewalk plowing issues throughout the city. Brent recommended a letter to Ed Roberge, the City Traffic Engineer. Ed would be able to pass this concern, as well as the other traffic issues, to the various subcommittees of TPAC.
• Lynne Raleigh informed the group that help is needed at the Community Kitchen. They are looking for organizations to commit to one day a month to operate the kitchen. The Community Kitchen is open Mondays, Wednesdays and Fridays from 4:30 to 5:30 p.m.

The next meeting is scheduled for Saturday, November 15, 2008 at 9:00 a.m. at Rolfe House.

Farmer’s Market Note: John Jordan owns the building and lawn area behind Citizens Bank, as well as the area adjacent to the park and parking lot. As long as liability issues can be worked out he would volunteer the site for the market if it meets with everyone's approval.
